Preserving the past, building for the future – Csemegi Károly Library in Csongrád renovated with EU funding

Historic walls, modern solutions. Perhaps that’s the simplest way to describe the transformation of the Csemegi Károly Library in Csongrád. The locally protected building has kept its original character while taking a major step forward in energy efficiency. Better insulation, modern windows and doors, solar panels and a greener, more welcoming courtyard have all helped make the library more sustainable and pleasant to visit.

Libraries in smaller towns continue to play an important role in local community life. The Municipality of Csongrád recognised this when it joined forces with the Csemegi Károly Library to create a more modern, practical and welcoming space for readers and visitors. The improvements were made possible through funding from the Széchenyi Plan Plus programme, specifically the Territorial and Settlement Development Operational Programme Plus (TOP Plusz).

The renovation focused mainly on improving energy efficiency and reducing greenhouse gas emissions. The work included insulating the building, replacing some of its windows and doors, and restoring the street-facing façade. As renewable energy is now an important part of modernising buildings, solar panels were also installed. These help reduce the library’s energy needs and consumption, bringing down running costs at the same time.

But the improvements went beyond the building itself. The inner courtyard was given a fresh look, with new plants and a rain garden. By collecting rainwater and allowing it to soak naturally into the ground, the rain garden helps retain water on site and supports the surrounding greenery. Together, these changes create a more pleasant microclimate in the courtyard and improve the overall environment around the building.

The renovation also paid special attention to preserving the library’s historic character. Eight custom-made stained-glass panels were added to the entrance door, each designed specifically for the building. Featuring motifs inspired by different fields of knowledge, the panels reflect the library’s purpose while adding a distinctive artistic touch. More than just decorative features, they are works of art in their own right.

The renovation of the Csemegi Károly Library is an investment in the future in more ways than one. Improved energy efficiency, renewable energy, a greener courtyard and carefully preserved architectural features have all come together in a single project. Energy-efficient renovation of municipal public buildings is one of the strategically important development areas, known as Pillars, under the TOP Plusz programme during the EU’s 2021–2027 funding period. Thanks to these improvements, the library can now welcome visitors into a space that is more sustainable, more comfortable and still retains the character that makes it special.

The development was implemented from EU funding in the project TOP_Plusz-2.1.1-21-CS1-2024-00028 under the Territorial and Settlement Development Operational Programme Plus.
