What makes a city a better place to live? What helps people find work or gives students a more modern school? The Territorial and Settlement Development Operational Programme Plus (TSDOP Plus), co-funded by the European Union, supports developments that bring visible improvements to everyday life across Hungary.
Its Pillar projects cover many areas, including employment, school renovations, housing estates and the energy-efficient renovation of municipal buildings. These investments help create greener, more modern and more competitive towns and cities, while also improving the quality of life of local communities. In our new four-part series, we present TSDOP Plus Pillar projects and show the results they are already achieving.
One of the main goals of Priority 2, “Climate-Friendly Counties”, is to improve municipal buildings. The projects help make these buildings more modern, energy-efficient and sustainable. They also reduce energy use, support climate goals and contribute to greener and more liveable communities.

By June 2026, 940 applications had been submitted. Grant agreements had already been signed for 683 projects, and 481 of these projects had been completed. As a result, many municipal buildings across Hungary are already more modern and energy-efficient.
The results can also be seen in the programme’s indicators. Around 600,000 square metres of public buildings are expected to become more energy-efficient. This is 34% above the target set for 2029.
The projects are expected to reduce annual primary energy use by more than 82.4 million kWh, reaching 123% of the planned target. They will also create 17.04 MW of new renewable energy capacity and make it possible to produce more than 20 million kWh of renewable energy each year.
The projects are also expected to reduce greenhouse gas emissions by more than 31,000 tonnes per year.
TSDOP Plus supports more sustainable energy use, the modernisation of municipal buildings and the long-term green development of towns and cities. It also supports tourism and community infrastructure. The programme is funding 32 urban bathing facilities, which means that the related 2029 target has already been significantly exceeded.
