What makes a city more liveable, helps a jobseeker find new opportunities, or gives children a more modern school? The Territorial and Settlement Development Operational Programme Plus (TSDOP Plus), co-funded by the European Union, supports projects that bring real and visible improvements to everyday life across Hungary.
Its Pillar projects cover a wide range of areas, from employment and school renovations to housing estates and more energy-efficient municipal buildings. These investments help create greener and more competitive towns and cities, while also improving quality of life and equal opportunities for local communities. In our new four-part series, we present TSDOP Plus Pillar projects and show their importance and impact.
Public education infrastructure projects supported by TSDOP Plus aim to provide children, teachers and education professionals across Hungary with modern, inclusive learning environments that meet the needs of 21st-century education.
The modernisation of public education institutions is supported by the TSDOP Plus 3.3.3-23 call, Development of Public Education Infrastructure, and by the public education activities included in the TSDOP Plus 3.4.1-23 call, Sustainable Human Infrastructure.
The two funding schemes support the renovation, modernisation, conversion and expansion of educational buildings, as well as energy-efficiency improvements and the purchase of related equipment. Projects may include the renovation of classrooms, specialist classrooms, gyms and sports grounds, technical upgrades to school buildings and improvements to accessibility.
Both calls were launched in summer 2023. Under the TSDOP Plus 3.3.3-23 call, funding decisions have already been made in every county and the projects are progressing steadily. The scheme has a total budget of HUF 75.4 billion. So far, 334 applications have been submitted, and 310 projects have received a total of HUF 71.5 billion in funding.
Under the TSDOP Plus 3.4.1-23 call, which has a total budget of HUF 94.2 billion, 227 applications have been submitted so far. Of these, 216 projects have received a total of HUF 91.5 billion in funding. HUF 26 billion of this amount is being used for developments related to public education.

A flagship Pillar project was also selected in each Pillar area to make EU-funded developments and their results more visible to the public. |
The flagship project in this area is the infrastructure development of Kossuth Lajos Primary School in Monor, supported under the TSDOP Plus 3.3.3-23 call. The project is being implemented by the Monor School District Centre with more than HUF 665 million in non-repayable EU funding.
The school buildings will be renovated, including upgrades to the electrical system and roof structure. The indoor spaces and the schoolyard will also be renewed. A new 240-square-metre section will be built with two group rooms to support children with special educational needs and learning difficulties.
The project also includes the purchase of IT equipment, development tools and equipment for experience-based learning. Construction work can begin once the public procurement procedure has been successfully completed.
The project is a good example of the main goals of TSDOP Plus in this Pillar area. A modern and inclusive learning environment can improve opportunities for students and also support the development of the local community.
