Superfast Internet for everyone

In Hungary, every household that requests it can now access an internet connection with a minimum speed of 30 Mbps. Achieving full coverage required the creation of a highly specialised IT system to support the planning and implementation of network developments.

Launched in line with the European Union’s Digital Agenda, the Superfast Internet Programme (SZIP) aimed to ensure nationwide internet coverage by applying the most advanced methodological and technological solutions. For the programme to operate successfully and efficiently, a dedicated IT system was essential — one specifically designed to support the preparation and execution of network development projects. Within the framework of the Digital Nation Development Programme, and with EU funding, this led to the creation of the Network Development Support and Monitoring System (in Hungarian: HTMR).

The goal of the development was to establish a nationwide, GIS-based electronic telecommunications register capable of managing network development tenders in real time, supporting engineering supervision for winning projects, assisting in strategic planning, and enabling the electronic management of regulatory processes. The key tasks of the HTMR included procuring the necessary IT infrastructure (both software and hardware), supporting the mapping, technical and financial pre-planning, monitoring, analysis, and strategic reporting functions of SZIP, as well as facilitating collaboration for SZIP projects.

Operating 24/7, the HTMR provides a dedicated interface for project staff and internet service providers, ensuring a fully paperless process for Hungary’s first state-funded telecommunications network development projects. The system covers the entire process — from publishing tenders, recording applications, and evaluating bids, to tracking the progress of each project. Its up-to-date database, unified planning tools, and other advanced IT solutions enable the design and construction phases of the Superfast Internet Programme to be continuously monitored and documented. The results can be retrieved and archived in the form of a wide range of useful reports.

The development was implemented from EU funding in the project KÖFOP-2.3.2-VEKOP-15-2016-00001 under the Public Administration and Public Service Development Operational Programme.
