To promote employment growth, two Pillar projects of the Economic Development and Innovation Operational Program Plus (GINOP Plus) have been launched: Youth Guarantee Plus and Expanding and Developing the Labor Supply. The programs running in Szabolcs-Szatmár-Bereg County also provide a wide range of tools and personalized services to help people integrate into or return to the labor market.

The Operations of Strategic Importance (OSI) for the 2021-2027 programming period, commonly referred to as Pillars, aim to enhance the visibility of EU funding by effectively showcasing the results achieved to citizens. In this programming period, every operational program includes Pillars. GINOP Plusz features two significant employment Pillars. One of these is the Youth Guarantee Plus, which is implemented at the national level and is designed to assist NEET (Not in Education, Employment, or Training) youth aged 15 to 29 in gaining employment, work experience, or marketable skills. The program has been implemented with approximately HUF 102 billion in European Union funding, co-financed by the European Social Fund Plus. According to the plans, by 2027, 40,000 individuals will be able to receive support under the Youth Guarantee Plus framework. The other project, titled “Expanding and Developing the Labor Supply,” aims to engage around 76,900 people, including 50,000 disadvantaged job seekers and inactive individuals, with a budget of HUF 150 billion. The project aims to assist unemployed individuals and those over 30 who are inactive, with a particular emphasis on disadvantaged groups in the labor market. It also aims to support employers who hire these individuals and employees transitioning from public sector jobs. To facilitate the integration of our target group into the open labor market, we will provide a range of interconnected services and support. We will pay special attention to specific groups, including long-term unemployed individuals, people over 50, those with lower educational qualifications, residents of rural areas, caregivers of young children, Roma populations, individuals with reduced work capacity, and those who care for others. The project aims to connect unemployed individuals and inactive adults over 30 with meaningful job opportunities while supporting employers willing to hire them.

The Youth Guarantee System, initiated in 2015, has undergone several modifications and continues to operate. The main goal of the Szabolcs-Szatmár-Bereg County Government Office is to reintegrate job seekers and public workers registered in the county into the open labor market. Within the Youth Guarantee Plus framework, the county received a financial allocation of HUF 12.357 billion. The program seeks to engage NEET youth who have not yet accessed employment services and related programs. The labor market program started on October 1, 2023, and will end on August 31, 2027. It aims to support the training, employment, and mobility assistance of at least 4,945 young individuals under 30 in Szabolcs-Szatmár-Bereg County. The project, entitled “Expansion and Development of Labor Supply,” is designed to target job seekers and the inactive aged 30-65, with the overarching objective being to contribute to the county’s employment and the region’s economic development. Szabolcs-Szatmár-Bereg County has received a total budget of HUF 7.064 billion from the nationally implemented Pillér project.
