A new IT application has been developed to support municipalities, designed in such a way that no additional data entry is required. Instead, it consolidates and integrates data already available in existing sectoral systems, making it analyzable at the municipal level.
With the support of EU co-financing, the project has delivered a multi-component, cross-sectoral Integrated Analytical and Management Information System (IKIR). The system provides a structured framework for the monitoring, analysis, and evaluation of local public services. It offers continuous access to all central standards and requirements related to mandatory municipal services, as well as to relevant data previously reported to various sectoral databases. Through IKIR, municipalities are able to assess the effectiveness and efficiency of their local public services, and benchmark performance against other municipalities. Crucially, the system does not introduce any additional reporting or data submission obligations for municipalities.
The core function of IKIR—the structured extraction of primary information—is supported by advanced functionalities including queries, reporting, complex analytical tools, and information processing operations. The user interface is designed to be intuitive and well-structured, offering saving and export functions, as well as multiple modes of use corresponding to user roles, access rights, and information needs.
To ensure the development process was comprehensive and demand-driven, municipal associations, professional organizations, and cooperating partners were involved from the preparatory phase onwards. Their contributions and expertise significantly supported both the planning and implementation of the project.
The operation and modules of the system were introduced to municipal leadership across all seven regions of the country through a dedicated series of dissemination events. For municipalities—the primary beneficiaries—participation in IKIR is voluntary and free of charge.
The establishment of IKIR represents a significant step forward in strengthening the institutional and analytical capacities of municipalities. It facilitates short-, medium-, and long-term planning, supports the coordination of local public services, enhances the functioning of financing mechanisms, and underpins evidence-based decision-making processes.
